Philosophical Base

At the root of the {R3} project is a simple observation: the French model, unitary and centralized, after having built the Nation, is today reaching its limits. It no longer responds to the economic, democratic and social challenges of the 21st century. Faced with a complexity that paralyzes and a distance that discourages, we are not proposing an adjustment, but a refoundation.

This page explores the reason for being of {R3}: the diagnosis that motivates it, the philosophy that supports it and the vision that results from it. This is the “why” of our project.

The Diagnosis: The Failure of a Technocratic France

The current crisis is not abstract, it is visible on our territories. The territorial reform of 2015 is the most blatant symbol of this. Conceived in Paris on the sole postulate of “critical mass”, it ignored human, historical and cultural realities to create soulless administrative monsters.

The Great East, forced union:

A fusion of three deep identities – Alsace, Lorraine and Champagne – this region suffers from a lack of common project and a strong feeling of dispossession, particularly in Alsace. The creation of the “European Community of Alsace” is only an admission of this failure.

New Aquitaine, the soulless Leviathan:

Larger than Austria, this region brings together territories that share few things. For territories like Limousin, the merger resulted in a feeling of absorption by the Bordeaux metropolis and a loss of all decision-making centers.

Auvergne-Rhône-Alpes, the economic imbalance:

This marriage has created an unbalanced whole between a hyper-dynamic Lyon metropolis and territories like Auvergne, which have the feeling of being the "adjustment variable".

The choice of the scope of the Regions is not a technical question, but the primary condition for success. A Region whose citizens do not feel involved is an empty shell, incapable of carrying out a project.

Our Strength: Already Existing Potential

The diagnosis of {R3} is not an observation of weakness, but an observation of frustration. France already has all the assets of a leading economic and intellectual power: an exceptional infrastructure network (TGV, ports, highways), world-renowned industrial flagships, engineers, researchers and craftsmen among the best in the world.

The problem is not our potential, but the framework that prevents it from fully expressing itself. The Jacobin straitjacket slows down, complicates and brings into competition players who should cooperate.

{R3} is not about creating this force, but about releasing it. By breaking down silos and giving decision-making levers to territories, we allow this tremendous potential to finally unfold in all its diversity and power.

The {R3} Principle: Coherence as a Performance Lever

Our project does not propose a return to the past out of nostalgia. He affirms that historical and cultural coherence is the most relevant mesh for public action in the 21st century.

A Region on a human scale, where citizens share a feeling of belonging, is more effective because it benefits from:

  • A shared political project:It is easier to define common priorities when the actors share a history and a destiny.
  • “Proximity intelligence”:Mutual knowledge between elected officials, business leaders and local stakeholders accelerates decision-making and promotes innovation.
  • Greater democratic legitimacy:Citizens more easily appropriate an institution that corresponds to their lived “country”, which strengthens participation and control.

The Vision: An “Agility Federalism”

How can regions on a human scale compete with large European economic groups? The answer is at the heart of our vision: the success of this model will not rely on the power of mass, but on the superiority of agility.

Our Regions will have to compensate for their size deficit with increased speed, innovation and adaptation.

  • Decision-making agility,thanks to strong and legitimate executives.
  • Regulatory agility,by the ability to create a tailor-made right for local sectors of excellence.
  • Agility of ecosystems,by the proximity between economic, academic and political actors.

We are not proposing a “federalism of power”, but a “federalism of agility”, the only one capable of responding to the challenges of a global economy where responsiveness has become the main competitive advantage.
