Pays Catalan
The Southern Logistics Hub & The Cross-Border Laboratory.
/// 01. IDENTITY & HISTORY
Identity The gateway to the Iberian Peninsula, the Catalan Country has a strong cultural and linguistic identity, a natural link between France and Spain. A land of character, both Mediterranean and Pyrenean, it has often been treated as a "cul-de-sac" by Parisian centralism.
The “Agility Status” (The Luxembourg Model): The {R3} project transforms the modest size of the region (a single department) into its main asset. The Catalan Country becomes a Laboratory Region with Normative Agility. This tailor-made status allows:
- Une adaptation rapide des normes logistiques et fiscales pour rivaliser directement avec la Catalogne espagnole.
- Direct cross-border cooperation without going through Paris ("Proximity diplomacy").
- Autonomous management of Catalan culture and language, a major asset for economic exchanges with Barcelona.
